On Thursday 5 September the JW Marriott Hotel in Bogotá, Colombia, welcomes the Bar Council’s English Law Week in Colombia 2019 event.
Following the successful inaugural 'English Law Week' conference in Mexico in September 2018, The Bar Council and The Law Society of England and Wales, in cooperation with partners, are presenting the second 'English Law Week' in Mexico City, and the first ever event in Bogota, from 2-6th September. The event is an opportunity for Mexican and Colombian legal practitioners to meet with English counterparts to discuss current trends and issues in legal services and sharing of skills in the respective jurisdictions.
Amidst the programme for the conference a session concerned with “Anti-corruption: A Public Law Perspective” will welcome four distinguished speakers:
Claudia Dangond Gibsone, is a Partner and Head of the Public law Department at DG&A Abogados, based in Colombia. She works in the field of public, constitutional, administrative and international law. She has occupied various public positions in Colombia as advisor to the Constitutional Assembly in 1991, Advisor to the National Legislative Commission in 1991, and Director of Foreign Investment at the Ministry of Commerce. She was Dean at Pontificia Universidad Javeriana Political Science and International Relations School. She has also served as a Professor of Constitutional law for more than 20 years. Claudia studied for her law degree and Masters in International Relations at the Pontificia Universid Javeriana before also completing her MsC in Politics of Development in Latin America at the London School of Economics and Political Science in 1998. She has since also added a further Postgraduate Degree in Administrative Law.
Saimo Chahal QC (Hon.), is a Partner and Joint Head of Public Law and Human Rights team at Bindmans LLP in London. She is ranked in the directories for her work in Administrative and Public Law, Civil Liberties and Human Rights, and Healthcare, and has received many awards and recognitions for her work. Saimo also sits as a Judge in the Mental Health Tribunal and in the Court of Protection, and has lectured and written on human rights law. Saimo specialises in international cases before the European Court of Human Rights, and high-profile and challenging domestic human rights and civil liberties cases raising wider public interest issues within a wide range of areas, including Inquiries & Inquests, Terrorism Act cases, Administrative and Public law, Mental health law, and Healthcare. She has also been involved in many international delegations due to her reputation and experience, including in Ramallah, Palestine and within countries of the EU. Many of her cases need absolutely no introduction given their seminal nature: for example, the Purdy, Nicklinson & Lamb, and Savage & Rabone decisions of the Supreme Court and House of Lords. Saimo also acted in the Inquest into the Hillsborough football stadium disaster, and in many complex inquest cases concerning deaths in custody, mental hospitals, care homes and the community.
Philip Rule, of No5 Chambers, has a multi-disciplinary practice at the Bar, including a strong public law practice concerned with the regulation of public authorities’ conduct. He undertakes a very significant volume of civil and criminal appellate work, and his cases have gone before the Supreme Court, European Court of Human Rights, Privy Council, and Cayman Islands Court of Appeal. His expertise is recognised by appointment to preferred counsel panels including the Equality and Human Rights Commission (representing individuals), and Regulatory Counsel A-panel (instructed by government agencies). Philip also undertakes inquest and regulatory discipline cases. His important and hard work has been recognised with the prestigious award of 2017 Legal Aid Barrister of the Year, by the Legal Aid Practitioner's Group Award, and he was nominated for Barrister of the Year by the Modern Law Awards. He is recognised in legal directory listings for his expertise in human rights and detention law in particular. Philip also delivers advocacy and legal training.
Grace Forbes, of 2 Hare Court, was called to the Bar in 2015, and has a busy criminal practice, primarily criminal defence in the Crown Court. Grace also has experience in conducting private prosecutions, and a strong practice in professional discipline, particularly in nursing and midwifery; and has experience as counsel in inquests, having represented a number of doctors and nurses appearing as Interested Persons in Coroners’ Courts. She contributed to a sensitive disclosure review in relation to the inquest into the Manchester Arena Bombing, and worked on a number of complex and voluminous disclosure reviews, including on behalf of the Independent Inquiry into Child Sex Abuse, an individual facing a Serious Fraud Office investigation and a football club facing a FIFA investigation.
As well as addressing the conference attendees, the speakers will also be attending a reception at the British Ambassador’s Residence.
