Rehana Popal

Call: 2013

Rehana Popal is a public law barrister with a practice concentrated on judicial review and administrative law. She has extensive experience in complex public law litigation, particularly in cases involving vulnerable individuals and challenges to executive decision-making.

Her practice encompasses age assessment disputes, unlawful detention, asylum support, and claims involving trafficking and community care. She has a particular interest in the intersection of immigration and public law, and regularly acts in proceedings that engage both statutory interpretation and fundamental rights.

Rehana has appeared in the First-tier Tribunal, Upper Tribunal, High Court, and Court of Appeal. She was instructed in ALO & Ors v Secretary of State for the Home Department, a landmark judicial review concerning the Afghan Relocation and Assistance Policy (ARAP), which clarified the limits of executive discretion in national security decisions.

She is frequently instructed in judicial review proceedings involving fresh claims, certification under paragraph 353 of the Immigration Rules, and unlawful detention. Her work often involves complex procedural and jurisdictional issues, and she is experienced in drafting grounds for permission and advising on strategic litigation.

Rehana also undertakes work in education law, with a focus on public law issues arising from exclusions and SEND provision. Her experience includes representing clients before the SEND Tribunal and advising on the statutory duties owed to children and young people.

Prior to returning to her public law practice in the UK, Rehana gained international experience in Bermuda and the Cayman Islands, where she advised on high-value commercial and insolvency litigation. She brings a strategic and analytical approach to her public law work, informed by her cross-border legal experience.

Rehana is a Master of the Bench at Inner Temple and the youngest bencher appointed to date. She maintains a strong commitment to access to justice and has been recognised for her contributions to equality and diversity at the Bar.
