Ffyon Reilly is part of the Public Law Group at No5 Barristers’ Chambers

Ffyon is developing a broad public law practice including inquests and public inquiries, prison law, and the Court of Protection.

Inquests

Ffyon is regularly instructed to represent the interests of the bereaved family at inquests, arising from a range of contexts.

She has strong medical knowledge, enabling her to handle complex issues in care and treatment. Ffyon undertook a secondment with an NHS trust in its Inquest and Court of Protection legal team.

Ffyon is a member of the Inquest Lawyers Group and Advocate and regularly undertakes pro bono work.

Public Inquiries

Ffyon is instructed by the Government Legal Service in the Covid-19 Inquiry and led the team of JJs during the later stages of module preparation. She has developed strong technical skills in Relativity and can assist with the full range of public inquiry work

Disclosure

In 2024, Ffyon was part of the successful counsel team defending a misfeasance in public office and malicious prosecution action, in respect of a claim for damages in excess of £400 million. The case is believed to have been one of the largest claims brought against HMRC. This involved managing a huge amount of data.

Ffyon can digest voluminous technical evidence, with meticulous preparation, and is known for her ability to work both unled and in teams of all ages and backgrounds. She has acted as security-cleared counsel and has experience as JJ disclosure counsel, advising on legal professional privilege (LPP) and public interest immunity (PII). She has experience in sensitive and complex disclosure exercises involving large volumes of material, including extensive use of Relativity, and designing and documenting the disclosure process.

Prison Law

Ffyon appears regularly before the Parole Board in complex cases including IPP prisoners and public Parole Board hearings. Ffyon is a member of the Association of Prison Lawyers.

Whilst she now practises in public law, she has a multi-disciplinary background and significant experience as a criminal practitioner. She has represented young and vulnerable individuals who live with mental health issues or learning disabilities. She is trained in Advocacy and the Vulnerable. Ffyon is committed to access to justice and will consider pro bono instructions when appropriate.

Ffyon took an extended period away from practice as a Senior Lecturer in Law. She is therefore comfortable on her feet and in writing. Ffyon is ATC accredited, has taught advocacy on the BVS and was an external advocacy assessor to the Crown Prosecution Service. She is published in New Law Journal, Counsel Magazine, FT Publications and contributes biennially to a major law textbook.

Ffyon has a keen interest in access to the bar and volunteers for Bridging the Bar.

Inquests

Ffyon is regularly instructed to represent the interests of the bereaved family at inquest, arising from a range of contexts.

She has strong medical knowledge, enabling her to handle complex issues in care and treatment. Ffyon undertook a lengthy secondment with an NHS trust in its Inquest and Court of Protection legal team. This deepened her medical knowledge and expanded her understanding of how trusts operate. She has acted in inquests arising from deaths in hospital and concerning the adequacy of medical care.  She is familiar with questioning consultants and expert witnesses across a range of disciplines. She brings experience and strategic focus to witness evidence, particularly in inquests where there is a risk of a PFD report.

Ffyon started her career at the Bar as a criminal advocate and has a strong background in jury trials. She is hard working, down to earth, and her written work is said to be ‘brilliant’.

Public Inquiries

Ffyon is also experienced in inquiries and is part of the counsel team instructed by the GLS on the national Covid-19 Inquiry.

Inquests, Public Inquiries & Coronial Law (Regulatory Law)

Ffyon is regularly instructed to represent the interests of the bereaved family at inquest, including Article 2 Inquests.  Ffyon started her career at the Bar as a criminal advocate and has a strong background in jury trials. She is hard working, down to earth and her written work is said to be ‘brilliant’.

Ffyon is currently a junior instructed by the GLS in the UK Covid-19 Inquiry and is leading a team of junior counsel.

Ffyon has a multi-disciplinary background with a foundation in criminal practice. She has expertise in Health and Safety law and an understanding of Health and Safety Executive (HSE) policy and guidance. She has undertaken significant Health and Safety Training including NEBOSH and HSE certifications. She has acted in inquests arising from deaths in hospital and concerning the adequacy of medical care.  She is familiar with questioning consultants and expert witnesses across a range of disciplines

Her background as a criminal practitioner, makes her well placed for inquests with a jury.

Public Law

Ffyon Reilly is part of the Public Law Group at No 5 Barristers Chambers.

Prison Law

Ffyon is developing her practice in prison law, with particular interest in judicial review. She has enjoyed witnessing the success of an individual’s rehabilitation leading to release. Ffyon started her practice at the Bar as a criminal advocate. She therefore has a strong foundation in criminal law, with an understanding of sentencing principles and guidelines, and statutory provisions including the requirements for parole eligibility. She has experience engaging with the professionals whose assessments are integral to parole decisions. This makes her well-suited for conducting parole hearings.

Ffyon’s background includes working with vulnerable clients, including those living with mental health issues and complex personal histories, which will allow her to approach parole cases with empathy and understanding.

Ffyon is recently published in The English Legal System (2024) including chapters on police, sentencing and criminal appeals.

Education

Ffyon represents both appellants and respondents in Special Educational Needs (SEN) appeals before First-tier Tribunal (Special Educational Needs and Disability). Ffyon is regularly instructed on appeals concerning disputes surrounding Sections B, F and I of the Educational, Health and Care Needs Plans (EHCPs), as well as appeals arising from the Local Authority’s refusal to assess a young person’s EHC needs. She also represents parties in Judicial Alternative Dispute Resolution (JADR) hearings prior to Special Educational Needs and Disability Appeals.

We found considerable force in Miss Reilly’s submissions’, First-tier Tribunal Special Educational Needs and Disability judgement, instructed by Coram Children’s Legal Centre.

Ffyon has significant experience in working with children and young people. She has represented vulnerable clients and examined vulnerable witnesses and is trained in Advocacy and the Vulnerable. Ffyon is a qualified mediator.

Ffyon was a school governor for five years and is a Senior Lecturer at a London University. Ffyon has a good understanding of operational and policy matters concerning schools and universities.

Ffyon also welcomes instructions to provide advice and representation on other aspects of education law.

Court of Protection

Ffyon is developing a broad public law practice and is accepting instructions on Court of Protection work.

Employment

Ffyon has an interest in employment law matters that serve a public interest function. She has successfully represented vulnerable claimants, including under the Public Interest Disclosure Act (PIDA), including whistleblowing and the disclosures involving alleged criminal offences.

Notable Employment Cases


Jasim v LHR Airports Ltd [2024] ICR D31

In Jasim v LHR Airports Ltd, Ffyon represented the successful appellant at the Employment Appeal Tribunal (unled). The appeal concerned claims of trade union detriment and whistleblowing. This was the first case to substantively apply the 2023 amendments to the Employment Appeal Tribunal Rules and Practice Directions. The court’s decision provided important clarification on how procedural errors should be managed under the amended rules, particularly regarding the extension of time for appeals. This case offers new judicial guidance on balancing procedural compliance with fairness in employment law appeals and the application of the Civil Procedure Rules to Employment Tribunal rules and directions.
