Judicial and Statutory Review

Anna has advised both claimants and defendants in all stages of judicial and statutory reviews. She is regularly instructed by both claimants and defendants to advise on prospects of success and act in proceedings.

Recent experience includes:

• Advising a potential claimant on prospects of success at judicial review of a decision of Pembrokeshire County Council
• Advising a potential claimant on prospects of success at judicial review of a decision of South Derbyshire District Council
• Successfully acting for the defendant local authority in R (oao Sroda Construction) v Elmbridge Borough Council [2026] EWHC 967 (Admin)
• Acting for the defendant local authority resisting an application for judicial review R (oao Jones) v Elmbridge BC [2025] EWHC 4468 (Admin)
• Acting for the claimant local authority in two section 288 appeals against a decision of the the Secretary of State
• Acting as junior counsel challenging the grant of planning permission to a data centre at Woodlands Landfill site in Buckinghamshire (led by David Wolfe KC and with Ruchi Parekh)
• Acting as junior counsel representing the developer in Wiltshire Council v Secretary of State and ors [2026] EWHC 463 (led by Christopher Young KC)
• Representing the claimant in an application for judicial review of a grant of planning permission in a case concerning self and custom-build provisions (unled)
• Written advice on for a householder of prospects of success of a statutory review, pursuant to section 288 of the TCPA.
• Advising a local authority on prospects of successfully defending judicial review and on response to pre-action protocol letters
• Advising a local authority on mitigating risks of judicial review arising from errors in the grant of planning permission

Caravan Parks and Marinas

Anna is developing a particular expertise in advising on the planning and licensing regime as it impacts caravan site operators.

She was instructed as junior (led by Richard Kimblin KC) in the Court of Appeal in Haytop Country Park Ltd v Amber Valley Borough Council, which provided significant clarity on the interaction between the two frameworks. She has assisted local authorities to ensure that their caravan licensing processes are lawful, and has advised site operators on the securing appropriate licensing conditions.

Additionally, she has advised the operators of several marinas on the interpretation and impact of their historic planning permissions.

Other Planning Matters

Anna has advised both developers and householders in a variety of planning matters, including:

• Affordable housing requirements
• Permitted development rights, including operational development and material change of use
• The operation and modification of section 106 agreements
• Rights of way and land ownership matters as they relate to planning permission
• Prospects of success at appeal
• Advising a local authority in relation to section 37 of the Highways Act 1980 and the adoption of a private highway
