John Lowe killed his partner Christine Lee, 66, and her daughter Lucy Lee, 40, at Keepers Cottage Stud in February 2014. Lowe, then 82, was sentenced to life imprisonment with a minimum term of 25 years, following a trial at Guildford Crown Court. He was never released and died in August last year.
Following allegations of threats to kill, made against Mr Lowe in 2013, police officers seized a number of shotguns from his home address. The subsequent decision by the Force to return the weapons was criticised in two independent reports by Hampshire Constabulary and North Yorkshire Police. This prompted a comprehensive review of firearms licensing in Surrey and an IPCC investigation.
A jury inquest, being held at Surrey Coroner’s Court, is examining how aware police and other agencies were of the threat that Mr Lowe posed.
The inquest continues.
