Joanne Morris, 48, Bloxwich, has been jailed for seven years after admitting five charges under the Explosives Act and a further five firearms offences.
Police found a stash of military grade explosives and ammunition at her home, after border agency staff intercepted a package from the USA containing gun parts addressed to her.
Morris claimed that she had taken the explosives by mistake after a training day at an army range.
However, she had no lawful excuse for holding the explosives or ammunition and admitted that she constructed the IED at home.
The Judge at Wolverhampton Crown Court said it was an exceptional case without precedent and sentenced her to seven years in prison.
