On Wednesday 20th March 2013, Ian Dove QC and Planning Minister Nick Boles addressed an event hosted by Savills in London, giving a legal perspective on the implications of the NPPF a year after its final publication. Ian formed part of a questions and answers panel which comprised of Jim Ward (Savills), Ian Dove QC, Kevin Willcox (Crest Nicholson) and John Beresford (Grainger).
The event was attended by several hundred delegates including some of the country’s biggest property developers just hours after George Osborne’s budget speech. The event, which was targeted at house builders and developers , land investors and property professionals, all of whom are regularly engaged in the planning process with a specific focus on residential development, housing delivery and strategic land were told by the planning minister that that he was ‘determined to implement’ plans to make it easier to turn commercial premises into residential homes.
Ian Dove QC, spoke on the implications arising from his recent successes in Tewkesbury Borough Council –v- Secretary of State for Communities and Local Government and others [2013] EWHC 286 (Admin) and the University of Bristol –v- North Somerset Council [2013] EWHC 231 (Admin). He explored the meaning of Localism and the current and future conundrums that have and will emerge in the context of the duty to co-operate.
Savills used the event to launch a Research Page, titled NPPF One Year On which addresses the implications of Localism and the NPPF in respect of speed of decision making, housing delivery, appeal decisions and the impact of Localism.
