The purpose of this paper is, firstly, to provide a broad overview of the provisions in the Localism Bill 2010 which have a bearing upon the operation of the planning system. The paper does not therefore touch upon the many clauses and schedules within the Bill which address other aspects of local government organisation and finance. The paper also, in conclusion, offers some thoughts in relation to the new provisions and procedures within the Bill as prompts to discussion in relation to the Bill’s future consideration.
