Jake Rylatt - Education CV

Jake is developing a broad practice in Education Law. He has appeared as Counsel at a range of hearings within this area of practice, including:

  • Governors’ Disciplinary Meetings (including appeals against permanent exclusions);
  • Independent Review Panels (including challenges to permanent exclusions involving disability discrimination contrary to the Equality Act 2010);
  • Independent Appeals Panels (for school admissions), both at Stage 1 and Stage 2; and
  • Appeals before the First-Tier Tribunal (Health, Education and Social Care Chamber) in relation to Education, Health and Care Plans (EHCPs).

Additionally, Jake has acted as Clerk to around 50 School Admission Appeals, providing independent legal advice to Independent Appeal Panels.

Jake has achieved success in a number of contested appeals to the First-Tier Tribunal against sections B, F and I of an EHCP. He has also been successful in negotiating solutions during EHCP appeal proceedings, subsequently approved by the First-Tier Tribunal.

In addition to appearing in the range of hearings described above, Jake frequently advises on, and where appropriate drafts pleadings for, challenges to decisions of schools and local authorities through the First-Tier Tribunal (including matters of disability discrimination) and the Administrative Court.

Jake hopes to further develop his education law practice by drawing on his experience of University governance. Prior to coming to the Bar, he taught at University of Cambridge and University of Leeds. In these roles, he became familiar with education law issues pertaining to individual students, such as discipline and plagiarism, alongside more general governance issues such as staff and research funding.
